The purpose of this grant is to establish a state-wide traffic data system and to ensure compliance with national standards. Funds will be used for an export function to the Police Department's existing electronic MVAR (Motor Vehicle Accident Report) system, and to purchase 190 GPS units. Enclosed is a bill for an Ordinance amending the Operating Budget by increasing the appropriation of the HCPD Data Grant account by $24,615.34. Addendum(For Highway Safety Office Use Only) This addendum changes the project scope from travel to the Traffic Records Forum and purchase of electronic citation equipment to: 1)Funding the addition of an export function to the department's existing electronic MVAR system,and 2)Purchasing 190 GPS units. The data export function is needed to more easily transfer crash data from HCPD to the Traffic Accident Reporting System(TARS)at HDOT. The GPS units are needed for entering longitude/latitude coordinates onto their MVARs;HCPD has made it a departmental policy that all MVARs include this information,but the department currently only has 100 units that has to be shared amongst all the officers. In addition,this addendum transfers$16,602 from the Hawaii Traffic Records Coordinating Committee grant[TR12-03(02-S- 01)]to cover the costs of personnel overtime and travel from the Big Island to the monthly TRCC meetings. The export function will cost$55,000. The GPS units will cost$31,013.34. With these two new projects and the transfer of funds from the HTRCC grant,the new total grant funding will be increased to$102,615.34.
