Re: Acceptance of Donation
In accordance with (1) Article XIII, Section 13-12, of the Hawaii County Charter, which
provides that the Council, on behalf of the County, may accept gifts of donations of money,
securities or other personal property or of real estate or any interest in real estate, and with
(2) Chapter 2, Article 30, Section 2-162 (b), of the Hawaii County Code, which states that a
gift or donation of money, securities, or personal property not covered by the capitalization
procedures (of the Department of Finance) shall be submitted to the Council by letter for its
approval, we request the Council's approval of the following donation:
Two (2) surplus Centurion Model 0057900 generators; (valued at$439.68 each, for a
total estimated value of$879.36) to be utilized by the Hawaii Fire Department to
support its Volunteer Stations, with one unit each in East Hawaii and in West Hawaii.
We ask that a letter of appreciation be sent to Janice A. Jamar, Contracting Officer, Huntsville
Engineering and Support, Department of the Army, Corps of Engineers, P. O. Box 1600,
Huntsville, AL 35807-4301.
If there are any questions, please do not hesitate to call Robert Belcher of the Hawai-i Fire
Department at 932-2921.

0, with a total price of$879; from the U.S. Army Corps of Engineers. Also send a letter of appreciation to:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This donation of surplus U.S. Department of Defense equipment is to provide critical back up generating
power to the Volunteer Stations having this resource. One generator will be placed with a volunteer
company in East Hawai'i and one in West Hawai'i. The donation will improve the Volunteer's ability to
continue operations during periods of power outages.

Subparts 45.604-2, Abandonment, destruction or donation of surplus property.
SUBJECT: Donation of Surplus Property
1. USAE is herby authorized to donate the following items at the end of contract W912DY-04-D-
0006, Task Order 0008 upon final demobilization:
i. Generator, Portable 3250 Watt, Centurion, Model 0005790-0
Serial Number: 5835 163 B
ii. Generator,Portable 3250 Watt, Centurion, Model 0005790-0
Serial Number: 5835315B
2. The preceding items have been determined to not constitute a danger to public health or welfare
by the Contracting Officer. Additionally, the estimated cost to sell the property, including
advertising, storage and other costs associated with making the sale is greater than the probable
sale proceeds.
3. USAE is directed to sign over the donated property to the West Hawaii Fire Department, 25
Aupuni Street, Helo Hawaii 96720. DD Form 1149 is to be used to annotate the transfer to Mr.
Glenn Honda, Battalion Commander of the West Hawaii Fire Department, Phone Number: 808-
932-2907. USAE is not to transfer the above items to any other individuals without the written
consent of the Contracting Officer. A copy of the DD Form 1149 will be forwarded to the
USACE Contracting Officer and Government Property Administrator upon completion.
