Goodyear wishes to install a wall sign as per the specifications provided on the sign permit application. The total area of this sign is 81 square feet whereas the sign code specifies a maximum sign area of 75 square feet for wall signs. The proposed sign is to be 6 square feet larger than the maximum size allowed by the County of Hawai'i signage guidelines for the Kailua Village industrial Subdivision. Goodyear feels that the larger size sign is necessary because the proposer sign to be located on their storefront wall is their main point of identification and adverbs __gent for vehicular traffic along Kaiwi Street.As with every business along Kaiwi street, Goodyear relies heavily on this vehicular traffic to attract customers. The larger sign will not violate the interest. safety, convenience or general welfare of the public because it will be built and installed to sign in: .ry standards with regards to quality and durability. In particular we feel that the convenience of the p-.7_13 will be enhanced by the larger sign on Goodyear's storefront. E., Director Department of Public Works County of Hawaii Dear Mr. Lee: SUBJECT: Kailua Village Design Commission Meeting of March 20, 2012 Applicant: Goodyear Auto Service Center No. 8021 Land Owner: Queen Lili`uokalani Trust Design Review of a proposed Wall Sign for Goodyear Auto Service Center (Sign Variance Application) Tax Map Key: 7-4-015:010 (COR-12-077228) This letter is to inform you that the Kailua Village Design Commission, at its March 20, 2012 meeting, voted to recommend to the Public Works Director his conditional approval of the above-referenced sign variance application which would allow 22" high lettering, a 36" high logo and a mounting height of approximately 14 feet above finish grade. The Commission recommends that approval of the requested sign variance be subject to the condition that there be no other signs or banners of any type permitted or displayed for this business on this parcel of land, other than the one sign described in the variance application. The Commission stated the following reasons for its recommendation of conditional approval: 1. The sign area is less than 15% of the area of the wall on which it is to be mounted and is of reasonable proportion and harmony with the architecture of the building; 2. The sign is to be substantially setback from Kaiwi Street, at approximately 35 feet from the street front property line, and beyond which there are no pedestrian walkways and virtually all customer traffic is vehicular, from 10 to 20 feet further removed; 3. The proposed mounting height is appropriate for vehicle-based visibility above storefront parking and required ADA accessible parking sign heights. 4. The applicant has numerous seemingly impermissible banner, window, wall and other signs on the subject property (see Attachment A). Lee, P.E., Director Department of Public Works March 27, 2012 Accordingly, the Commission determined that an express limitation of signage to the applicant's one requested over-sized sign is a reasonable requirement for its approval, and would also represent the Commission's sentiments as to the importance of compliance with the signage limitations set forth in the Sign Code for the Kailua Village Special Design District.
