The amendment is as follows: <br /> From: <br /> 065.3302.55 Federal Grants—Workforce Workforce Investment $1,521,232.00 <br /> Investment Act Act Fund <br /> To: <br /> 065-431-5432.19.341 WIA-Administration Workforce Investment $ 152,121.00 <br /> Planning 2012-13 Act Fund <br /> 065-431-5432.20.385 WIA—Adult Program 2012-13 44 495,316.00 <br /> 065-431-5432.21.385 WIA—Dislocated Worker Program 2012-13 " 405,276.00 <br /> 065-431-5432.22.385 WIA—Youth Program 2012-13 44 468,519.00 <br /> Total $1,521,232.00 <br /> This proposed bill for an ordinance amends the Operating Budget by appropriating an additional <br /> $1,521,232 into the Office of Housing and Community Development's Workforce Investment Act(WIA) <br /> program. This appropriation reflects funding allocations received by the Department of Labor and <br /> Industrial Relations for the Program Year(PY)2012. No County General Funds are involved. The Bill <br /> sets up the proper accounts to receive and expend the WIA funds. <br /> The Office of Housing and Community Development indicates that these funds will be utilized to assist <br /> adults, dislocated workers, and youth by providing services that will train individuals to increase <br /> employment,retention,earnings, skills and literacy; thereby improving the quality of the workforce, <br /> reducing welfare dependency and enhancing the productivity and competiveness of the local economy. <br /> Pursuant to Section 46-7, Hawai`i Revised Statutes, County departments must obtain the consent of the <br /> Council to enter into agreements with the Federal or State governments respecting action to be taken <br /> pursuant to any powers granted by law to furnish, expend, and receive any funds or other assistance in <br /> connection with projects being or to be undertaken pursuant to those powers. <br /> FC Report No. 215 <br />
