No. 677/Bill 235 PLACE: Council Chambers Kailua-Kona, Hawai`i 96740 TIME: 8:01 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance,to which was referred Bill 235,reports as follows: Bill 235,transmitted Finance Director Nancy Crawford via Communication No. 677, dated April 13,2012, amends Ordinance No. 11-59, as amended,the Operating Budget for the County of Hawai`i for the fiscal year ending June 30,2012. The amendment is as follows: From: 065.3302.55 Federal Grants—Workforce Workforce Investment $1,521,232.00 Investment Act Act Fund To: 065-431-5432.19.341 WIA-Administration Workforce Investment $ 152,121.00 Planning 2012-13 Act Fund 065-431-5432.20.385 WIA—Adult Program 2012-13 44 495,316.00 065-431-5432.21.385 WIA—Dislocated Worker Program 2012-13 " 405,276.00 065-431-5432.22.385 WIA—Youth Program 2012-13 44 468,519.00 Total $1,521,232.00 This proposed bill for an ordinance amends the Operating Budget by appropriating an additional $1,521,232 into the Office of Housing and Community Development's Workforce Investment Act(WIA) program. This appropriation reflects funding allocations received by the Department of Labor and Industrial Relations for the Program Year(PY)2012. No County General Funds are involved. The Bill sets up the proper accounts to receive and expend the WIA funds. The Office of Housing and Community Development indicates that these funds will be utilized to assist adults, dislocated workers, and youth by providing services that will train individuals to increase employment,retention,earnings, skills and literacy; thereby improving the quality of the workforce, reducing welfare dependency and enhancing the productivity and competiveness of the local economy. Pursuant to Section 46-7, Hawai`i Revised Statutes, County departments must obtain the consent of the Council to enter into agreements with the Federal or State governments respecting action to be taken pursuant to any powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. FC Report No. 215 FC -215 Page 2 May 1, 2012 Chair Ford requested staff contact Office of Housing and Community Development Director Stephen Arnett or designated representative to appear at the next Council meeting on May 15, 2012.
