Yamashiro per Communication No. 506, dated October 18, 1999, regarding the State Land lJse Change request by HPM Building Supply at Puukapu, Waimea, South Kohala, Hawaii, TMK: 6-4-6:85, reports as follows: Bill No. 157 amends the State Land Use Boundaries Map, H-25 for the County of Hawaii, by changing the district classification for 1.873 acres of land from an Agricultural to an Urban zoned district. The rectangular shaped subject parcel, currently awned in fee by Edric Johnson, is located on the south side of Mamalahoa Highway to the rear of the existing HPM Building Supply site and adjacent (east) to Kinohou Subdivision. Michael K. Fujimoto, President of HPM has entered into a Deposit, Receipt, Offer and Acceptance (DROA) for the purchase of the property subject to approval of this Change of Zone. The applicant is proposing to create a two lot subdivision, a 1.873 acre GV-7.5 acre parcel that adjoins the HPM Building Supply operation on TMK: 6-4-6:30, and a 3.129 acre FA-3a parcel to the south to be used in accordance with that zoning. The purpose of this request is to provide additional area for the applicant's business which is being conducted on TMK 6-Q-6:30. The present operation on parcel #30 uses the space on the west side of the commercial structure for the storage of materials and as a staging area for the loading and unloading of trucks and delivery vehicles. Because of the limited space in the front of the current structure, the applicant would like to use the 1.873 acres of new commercial area to store the building supplies and as a staging area for truck traffic. The area west of the commercial structure on parcel #30 would be used for additional customer parking and smaller loads when the assistance of fork lifts may not be required. The applicant believes this request will decrease traffic problems caused by trucks now forced to back into traffic on Mamalahoa Highway as they are unable to turn around on-site. 1'he current SLU classification is Agricultural. The General Plan Land use Allocation Guide Map classifies this area as Medium Density Urban Development, which allows for village and neighborhood commercial and residential and related functions. The subject property is located within the Waimea Design Plan, which was adopted as Resolution No. 214-86 by the County Council on October 1, 1986. The land use concept map of the Waimea Design Plan recommends the area for commercial and low density residential uses. The current County Zoning is A-Sa. The property is not situated within the Special Management Area. There are two storage sheds located on the property which consists of 5.002 acres, and is a condominium property regime (CPR). The subject property is located adjacent to the existing HPM Building Supply operation, dentist office, duplex residential uses and other commercial uses. The Waimea commercial complex stretches along the Kawaihae Road and the Mamalahoa Highway and is bordered by Opelo Road to the west and the Puukapu PC-66 PC-66 Page 2 November 3, 1999 commercial complex to the east. This central core contains major retail, office, service, government and medical uses for the South Kohala region. To the east lies the Puukapu commercial complex which fronts Mamalahoa Highway. Uses within the commercial complex consist of general retail automotive and liquor stores, restaurant, cocktail lounges, dental center, offices, apre-school, and hardware stores. The Waimea Civic Center is located immediately to the west. The Puukapu commercial complex to the west serves the entire South Kohala region with a variety of uses including government services, retailing and repair uses, wholesaling, and a variety of medical and office uses. Surrounding land uses to the west include various single-family residential, commercial and agricultural uses. The lands are zoned Neighborhood Commercial (CN), Village Commercial (CV) and Single Family Residential (RS). "The subject property is located within the AE Zone, are determined to be within the 100-year flood plain. Access to the subject parcel will be through Parcel 3Q, the site of HPM's present operations. Access to the proposed Lot I-B, will be off Kinohou Street which has aright-of--way width of 50 feet with a 32 foot pavement. Your Committee did not entertain any discussion on this measure. Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration for the State Land use Boundary Amendment. Your Committee on Planning is in accord with the intent and purpose of Bill No. 157 and recommends it pass first reading.
