RESOLUTION NO. 253 12
A RESOLUTION REQUESTING THE OFFICE OF THE LEGISLATIVE AUDITOR TO
PROVIDE AN ANNUAL REPORT SUMMARIZING THE ACTUAL PERFORMANCE
LEVELS OF NONPROFIT ORGANIZATIONS THAT RECEIVED GRANT FUNDS
FROM THE COUNTY.
WHEREAS, each year an ad hoc committee of the County Council is established to
review applications for County grant funds from qualified nonprofit agencies and make
recommendations thereon, which recommendations are considered for approval by the County
Council; and
WHEREAS,the Hawai`i County Council has a responsibility to manage, monitor,
control, and ensure transparency and accountability of limited resources; and
WHEREAS, Hawai`i County Code section 2-142(a)provides that: "The nonprofit
organization shall follow generally accepted accounting procedures and practices and shall
maintain books, records, documents, and other evidence which sufficiently and properly account
for the expenditure of County funds. The books, records and documents shall be subject at all
reasonable times to inspection, reviews, or audits by the County expending agency, the director,
and the legislative auditor, or their representatives."; and
WHEREAS, Hawai`i County Code section 2-142(d) provides that: "In the case of
grants, the nonprofit organization shall submit a final written report to the County council within
sixty days after June 30 of the fiscal year. The report shall include an explanation of the public
benefits derived from the awarding of the grant, a complete accounting statement of all
expenditures supported by County of Hawai`i grant funds, and a listing of other funding sources
and amounts obtained during the award period."; and
WHEREAS, a comparative review and analysis of performance goals stated in the
original grant applications against actual achievements would allow for more effective scrutiny
of applications for County grants from those nonprofit organizations that received grant funds
the previous fiscal year; and
WHEREAS, this analysis would also allow provide an opportunity for enhanced public
scrutiny, as the report provided by the Office of the Legislative Auditor would be kept on file
and made available for public inspection at the Office of the County Clerk; and
WHEREAS, it is fundamentally necessary to have accountability and transparency to
better manage, monitor, and control the allocation of this limited community resource; and
WHEREAS,the County Council supports improving efficiency and effectiveness of the
appropriation of funds to nonprofit organizations to better serve the County of Hawai`i; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Office of the Legislative Auditor is requested to provide on an annual basis a report analyzing
the efficacy of each nonprofit program by comparing the actual achievements of the program
against the performance objectives stated in their respective applications for County funds.
BE IT FURTHER RESOLVED that the report shall be submitted to the Chair of the ad-
hoc committee established to review and make recommendations on grant awards to qualifying
nonprofit agencies upon the formation of said ad hoc committee, and further that a copy of the
report shall be kept on file for public inspection at the Office of the County Clerk.
BE IT FURTHER RESOLVED that the Council requests the first report be provided
for those nonprofit organizations that received grant awards for the Fiscal Year 2012-2013.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to the Honorable Mayor William P. Kenoi, the Director of the Department of Finance,
and the Office of the Legislative Auditor.
