Yamashiro dated October 8, 1999, reports as follows: Communication No. 485 recommends the appointment of the following individual to the Hawaii County Planning Commission to serve a term ending December 31, 2004: Mr. Francis E. Smith, of no political affiliation, will replace Leonard S. Tanaka, whose term will end on December 31, 1999. Mr. Smith, a lifetime resident of Hawaii, has been self-employed as a safety consultant since 1989. He is a member of the U.S. Coast Guard Auxiliary. Pursuant to Section 5-4.3 of the Hawaii County Charter, the mayor shall appoint members of the Planning Commission to be confirmed by the Council, as prescribed in Section 13-4 of the Hawaii County Charter. Committee Member Curtis Tyler stated that Mr. Smith will bring experience with him to the Commission since he is currently a member of the Police Commission with a term to expire on December 31, 1999. He also mentioned that this nomination would be in compliance with the recent charter amendment, which stipulates that members of the Commission have to represent each of the nine council districts. There was double representation from the third council district, but with the expiration of Mr. Tanaka's term, and the nomination of Mr. Smith from the fourth council district, the commission will be in compliance with the charter. Your Committee on Planning recommends the approval of the appointment of Mc Francis E. Smith to the Hawaii County Planning Commission.
