Re: A RESOLUTION ENCOURAGING THE DEPARTMENT OF PARKS
AND RECREATION TO INCREASE THE HOURS IN COUNTY PARK
FACILITIES
Please find attached a resolution encouraging the Department of Parks and Recreation to
increase the hours of operation for County park facilities.
A resolution of the same content was approved on May 10, 2012, by the 2012 Hawaii
High School County Council to be forwarded to the Hawai`i County Council for its
consideration. The resolution approved by the 2012 Hawai`i High School County Council
is also attached for informational purposes only.
I have requested waiver from the Committee on Public Works and Parks and Recreation.
Please place the attached resolution on the June 6, 2012, Council agenda.

A RESOLUTION ENCOURAGING THE DEPARTMENT OF PARKS AND
RECREATION TO INCREASE THE HOURS IN COUNTY PARK FACILITIES.
WHEREAS, Currently, most park facilities close at approximately 7:00 p.m., which in
the summer time is still during daylight hours; and
WHEREAS, many families and groups would like to enjoy park facilities at least until
the sun goes down; and
WHEREAS, Because of these hours, many families are forced to cut short their
enjoyment of the facilities to pack up and exit prior to closing; and
WHEREAS, Extending park hours to 10:00 p.m. will allow families to enjoy their time
at parks without hurrying; and
WHEREAS, The goal of the Department of Parks and Recreation is to promote a more
active lifestyle for Hawai`i Island residents;
WHEREAS, Gatherings of family and friends at Park and Recreation for recreation or
events encourages the strengthening of family and friendship, increasing the overall health and
welfare of island citizens;
WHEREAS, Park and Recreation facilities are appropriately equipped and staffed to
provide a safe and fun environment for families and friends to gather; now therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
2012 Hawai`i High School County Council requests the Mayor of the County of Hawai`i and the
Director of the Department of Parks and Recreation to take the necessary steps to increase the
hours at Parks and Recreation facilities island -wide to 10:00 p.m. in the evening.
BE IT FINALLY RESOLVED that the Clerk of the County of Hawai`i transmit copies
of this Resolution to the Hawai`i County Council.

RE: RESOLUTION NO. 254:12 : A RESOLUTION ENCOURAGING THE
DEPARTMENT OF PARKS AND RECREATION TO INCREASE THE HOURS IN
COUNTY PARK FACILITIES.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Public Works and Parks and Recreation for immediate action. In
reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is
granted and the matter be placed onto the next Council agenda for review. However, in the event
this request is denied, for whatever reason, I understand the matter shall be referred to the
Committee on Public Works and Parks and Recreation for placement on its future agenda.
