Re: A RESOLUTION REQUESTING AN ISLAND-WIDE PLAN FOR THE
EXPANSION OF HELE-ON BUS STOP SHELTERS
Please find attached a resolution requesting the Department of Public Works to create an
Island-wide plan for bus stop shelters along Hele-On bus routes.
A resolution of the same content was approved on May 10, 2012, by the 2012 Hawai`i
High School County Council to be forwarded to the Hawai`i County Council for its
consideration. The resolution approved by the 2012 Hawai`i High School County Council
is also attached for informational purposes only.
I have requested waiver from the Committee on Economic Development and Mass
Transit. Please place the attached resolution on the June 6, 2012, Council agenda.

RESOLUTION NO. 2
RESOLUTION REQUESTING AN ISLAND-WIDE PLAN FOR THE EXPANSION OF
HELE-ON BUS STOP SHELTERS.
WHEREAS, Bus stop shelters for the general public and students aged five to eighteen
are needed on the Island of Hawai`i; and
WHEREAS, Many students and public riders cannot afford vehicles to transport them to
his/her destination; and
WHEREAS, Students and the general public are increasingly dependent upon Hele-On
buses for daily and other travel; and
WHEREAS, Hazardous and severe weather conditions occur day and night, including
fog, hail, thunder lightening, flash floods, heavy rain; and
WHEREAS, Bus stop shelters are lacking in many Hele-On routes, which is a health risk
for those using the buses; and
WHEREAS, The general public and students are at risk from heavy traffic along bus
routes; and
WHEREAS, Bus stop shelters along the Hele-On routes would help to contribute to
public safety and prevent possible risk and liability to the County of Hawai`i and the State of
Hawai`i, and
WHEREAS, Hele-On bus ridership has increased exponentially in the past several years;
and
WHEREAS, The cost to construct a bus stop shelter ranges from $27,000—$35,000;
now therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that the
Department of Public Works create a plan to expand the number of Bus Stop Shelters along
Hele-On bus routes in the County of Hawai`i; and
BE IT FINALLY RESOLVED that the Clerk of the County of Hawai`i transmit copies
of this Resolution to the Hawai`i County Council.

RE: Resolution No. 259-12 : Resolution Requesting an Island-Wide Plan for the
Expansion of Hele-On Bus Stop Shelters.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Economic Development and Mass Transit to the full Council for
immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Economic Development and Mass Transit for
placement on its future agenda.
