Dear Chairman Yagong and Council Members:
It is my pleasure to submit for your confirmation my nomination for appointment of Mr.
Farris D. Etterlee, Jr. to complete the remainder of the three-year term ending
November 30, 2012 of Ms. Oshi Simsarian on the Puna CDP Action Committee. On
April 17, 2012 Ms. Simsarian was confirmed by the Council to complete the remaining
four-year term ending November 30, 2015 of Ms. Kelly Nafie who resigned from the
Action Committee for personal reasons in February 2012.
Pursuant to Section 16-5(b), HCC, this appointment will not preclude Mr. Etterlee from
being eligible for re-appointment to a 4-year term this November when three of the nine
AC Member's terms will expire.
Mr. Etterlee has lived in Hawaii for 5% years and is a resident of Puna Beach Palisades
between Kalapana and `Opihikao. He received his Bachelor's degree from Troy
University in management, marketing and computer science with a minor in accounting.
He has extensive experience in business and finance and is currently the CEO and
President of New York based Empire Messaging, which he is able to manage from his
home in Puna. He is also owner and operator of Finance Integrity, LLC, a mortgage
loan originator serving the Hawaii County community. A copy of his application is
attached for your reference.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Planning to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Planning for placement on its future agenda.
