RESOLUTION NO. 255 12
A RESOLUTION URGING THE STATE LEGISLATURE TO APPROPRIATE
FUNDING AND DIRECT THE STATE OF HAWAII DEPARTMENT OF HUMAN
SERVICES TO CREATE CENTERS FOR AT-RISK YOUTH STATEWIDE; AND TO
DIRECT THE MAYOR, THE DIRECTOR OF THE DEPARTMENT OF FINANCE AND
THE DIRECTOR OF THE DEPARTMENT OF PARKS AND RECREATION OF THE
COUNTY OF HAWAII TO APPROPRIATE FUNDING AND IMPLEMENT
PROGRAMS FOR TEENS IN COUNTY PARK FACILITIES THROUGHOUT THE
ISLAND.
WHEREAS, There is a shortage of activities for teens on the Island of Hawai`i; and
WHEREAS, Districts around the Island of Hawai`i have populations of youth at-risk for
various socio-economic reasons; and
WHEREAS, At-risk youth often feel that they have no support and no one to talk to; and
WHEREAS, As a result, many youth have resorted to devious acts such as drugs,
alcohol, runaaway, theft and crime, and suicide; and
WHEREAS, The Honolulu Advertiser stated that "There are about 120 suicides annually
in Hawai`i, one every three days, the study showed;" and
WHEREAS, Statistics show that the number of teen suicides in Hawai`i has doubled
since last year; and
WHEREAS, Island youth need a place they can go to feel welcome, engage in activities,
and "be a part of something;" now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
State Legislature enact legislation to appropriate funding and direct the State Department of
Human Services and the Department of Education to create teen centers throughout the State of
Hawai`i.
BE IT FURTHER RESOLVED,that the Mayor, the Director of the Department of
Finance and the Director of the Department of Parks and Recreation of the County of Hawai`i to
appropriate funding and implement programs for teens in County park facilities throughout the
Island.
BE IT FINALLY RESOLVED, that the County Clerk send copies of this Resolution to
the Honorable Neil Abercrombie, Governor, State of Hawai`i; The Honorable Shan S. Tsutsui,
President of the Senate, State of Hawai`i; The Honorable Josh M.D. Green, Hawai`i State
Senator; The Honorable Gil Kahele, Hawai`i State Senator; The Honorable Malama Solomon,
Hawai`i State Senator; The Honorable Calvin K.Y. Say, Speaker of the House, State of Hawai`i;
The Honorable Jerry L. Chang, State Representative; The Honorable Denny Coffmann, State
Representative; The Honorable Cindy Evans, State Representative; The Honorable Faye
Hanohano, State Representative; The Honorable Robert N. Herkes, State Representative; The
Honorable Mark M. Nakashima, State Representative; The Honorable Clift Tsuji, State
Representative; Mr. Donald G. Horner, Chair, Board of Education; Director, Department of
Human Services, State of Hawai`i; The Honorable William P. Kenoi, Mayor; Director,
Department of Parks and Recreation, County of Hawai`i.
