No. 702/Bill 252 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 8:06 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill 252, reports as follows: <br /> Bill 252, transmitted by Finance Director Nancy Crawford via Communication No. 702, <br /> dated April 27, 2012, amends Ordinance No. 11-59, as amended, the Operating Budget for <br /> the County of Hawaii for the fiscal year ending June 30, 2012. The amendment <br /> is as follows: <br /> From: <br /> 010.3303.63 Federal Grants —HCPD Data Grant General $ 24,615.34 <br /> To: <br /> 010.201.5216.18 HCPD Data Grant General $ 24,615.34 <br /> The County of Hawaii has been awarded an additional $24,615.34 in the form of a federal grant <br /> through the State Department of Transportation Safe Community Program. The purpose of this <br /> grant is to establish a statewide traffic data system and to ensure compliance with national <br /> standards. Funds will be used for an export function to the Police Department's existing <br /> electronic MVAR (Motor Vehicle Accident Report) system, and to purchase 190 GPS units. <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent <br /> of the Council to enter into agreements with the Federal or State governments respecting action <br /> to be taken pursuant to any powers granted by law to furnish, expend, and receive any funds or <br /> other assistance in connection with projects being or to be undertaken pursuant to those powers. <br /> Sergeant Robert Pauole from Hawaii County Police Department, Traffic Services appeared <br /> before Your Committee. Sergeant Pauole commented on the importance of establishing <br /> statewide traffic data system, ensuring compliance with national standards and purchasing GPS <br /> units for patrol officers to process traffic accident reports. Department of Public Works <br /> previously acquired 100 GPS units, which was not enough for all patrol officers. It was <br /> impossible to have the police officers share GPS units. The purchase of additional GPS units <br /> provides all patrol officers a unit to properly process traffic accident reports. <br /> FC Report No. 220 <br />
