Your Committee on Finance, to which was referred Bill 252, reports as follows:
Bill 252, transmitted by Finance Director Nancy Crawford via Communication No. 702,
dated April 27, 2012, amends Ordinance No. 11-59, as amended, the Operating Budget for
the County of Hawaii for the fiscal year ending June 30, 2012. The amendment
is as follows:

The County of Hawaii has been awarded an additional $24,615.34 in the form of a federal grant
through the State Department of Transportation Safe Community Program. The purpose of this
grant is to establish a statewide traffic data system and to ensure compliance with national
standards. Funds will be used for an export function to the Police Department's existing
electronic MVAR (Motor Vehicle Accident Report) system, and to purchase 190 GPS units.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent
of the Council to enter into agreements with the Federal or State governments respecting action
to be taken pursuant to any powers granted by law to furnish, expend, and receive any funds or
other assistance in connection with projects being or to be undertaken pursuant to those powers.
Sergeant Robert Pauole from Hawaii County Police Department, Traffic Services appeared
before Your Committee. Sergeant Pauole commented on the importance of establishing
statewide traffic data system, ensuring compliance with national standards and purchasing GPS
units for patrol officers to process traffic accident reports. Department of Public Works
previously acquired 100 GPS units, which was not enough for all patrol officers. It was
impossible to have the police officers share GPS units. The purchase of additional GPS units
provides all patrol officers a unit to properly process traffic accident reports.

recommends its passage on first reading.
