Your Committee on Planning, to which was refetred Communication No. 562, transmitted by
Mayor Stephen K. Yamashiro, dated December 1, 1999, reports as follows:
The purpose of Communication No. 562 is to recommend the appointment of the following
individual as a member of the Hawaii County Board of Appeals with a term to end on
December 31, 2004:
Mc Evarts C Fox of Kamuela, is nominated to fill the vacancy created by the expiration
of Patrick G. Edie's teen which will expire on December 31, 1999.
Mr. Fox, a Democrat, is a 30-year resident of Hawaii who retired in 1995. He previously
was the Museum Director with the Hawaii Maritime Center in Honolulu. He is currently
a trustee for the Kahilu Theatre Foundation, a member of the Waimea Round Table,
senior warden of the St..lames Episcopal Church, and an advisor of the Graduate Ocean
Policy Certificate Program of the University of Hawaii.
Pursuant to Section 5-6.3 of the Hawaii County Charter, the mayor shall appoint members to the
Board of Appeals to be confirmed by the Council, as prescribed in Section 13-4 of the Hawaii
County Charter.
Rudy l.egaspi explained that the composition of the Board of Appeals is in compliance with the
charter, and with Mr. Fox's appointment, the Board of Appeals will consist of six members and
one vacant seat. He also explained that it is not necessary to have members representing all
council districts, but will strive to get members from all regions.
Mr. Fox stated that he is familiar with the sunshine law and does not foresee any conflicts.
Your Committee on Planning recommends the approval of the appointment of Mr. Evarts C Fox
to the Hawaii County Board of Appeals.
