RESOLUTION NO. 267 12 A RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO ENTER INTO NEGOTIATIONS FOR THE ACQUISITION OF A PARCEL (TMK: 8-1-009: 051) IN THE AHUPUA'A OF KA`AWALOA, SOUTH KONA. WHEREAS,the first responsibility of government is to provide for public safety and secondarily, to provide those services that the public cannot provide of itself; and WHEREAS, the major road through South Kona is the Mamalahoa Highway which is a two-lane road with heavy traffic from Puna, Ka`u, South Kona, and North Kona; and WHEREAS,to reduce the amount of traffic on the Mamalahoa Highway involves mass transportation of workers and students; and WHEREAS, a bus stop near Napo`opo`o Road increases public transportation availability, reduces cost of living and combustion emissions by removing more vehicles from roadways; and increases access to other businesses and services in the Kona area; and WHEREAS,the County Council of Hawai`i wants to create a bus stop with park& ride capabilities near Napo`opo`o Road to allow more people to ride the bus to and from the job and educational centers in West Hawai`i and safely park their vehicles off the highway saving the residents the increased expense of gasoline, reducing emissions, and increasing ridership. This bus stop could also be used for "short-distance" bus runs serving the mauka area of South Kona; and WHEREAS, a parcel of land (TMK: 8-1-009:051) owned by Alexander Davis Smith and Mae Sonoda Smith comprised of 1.716 acres of land could be used for a Park & Ride Bus Stop at the Napo`opo`o Road intersection. This parcel is located on the makai side of the Mamalahoa Highway; and WHEREAS,this parcel currently has a market value of less than $210,000, and its acquisition is urgent to allow for the slight redesign of the Mamalahoa Highway to occur before the construction phase begins at the Mamalahoa Highway and the Napo`opo`o Road intersection; and WHEREAS, land acquisition can begin immediately, but the construction of the bus stop must be simultaneous with the Mamalahoa Highway and Napo`opo`o Road reconstruction. There is a local property owner who may donate free fill for the bypass road, the bus stop, and the Napo`opo`o Road intersection. This donation will reduce the cost of obtaining fill for these construction projects; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the director of finance is authorized to enter into negotiations for the acquisition of the parcel described as TMK: 8 -1 -009: 051, pursuant to the terms of this resolution; and BE IT FURTHER RESOLVED that the director of finance is authorized to initiate any funding mechanisms required for the acquisition of this parcel, including but not limited to funds from private sources, county departments and agencies, general obligation bonds, any state and federal grants; and BE IT FINALLY RESOLVED that the Clerk of the County of Hawai`i is directed to transmit copies of this Resolution to (1) the Honorable William P. Kenoi, Mayor of the County of Hawai`i and (2) Nancy Crawford, Director of Finance. Dated at Hilo , Hawai`i, this 3rd day of INTRODUCED BY: July , 2012.
