SUBJECT: Proposed Amendment to Resolution No. 269 -12; A Resolution To Amend The
Rules Of Procedure And Organization Of The Council Of The County Of Hawai` i
By Amending Rule No. 24, Bills And Resolutions.
Resolution No. 269 -12 is amended to insert the word "no" in the fifth Whereas clause. The
amended draft shall read as follows:
"WHEREAS, the Council wishes to amend its rules by amending Rule No. 24, Bills and
Resolutions, to add a new section that will provide that the introducer of a bill or resolution shall
sign and transmit any amended version of the bill or resolution, unless the introducer is no longer
on the council, which in that case the Council Chairperson would sign and transmit the amended
bill or resolution; and"
A draft copy of Bill No. 269 -12, Draft 2, is attached with the proposed amendment incorporated
there in.

A RESOLUTION TO AMEND THE RULES OF PROCEDURE AND ORGANIZATION
OF THE COUNCIL OF THE COUNTY OF HAWAII BY AMENDING RULE NO. 24,
BILLS AND RESOLUTIONS.
WHEREAS, the Rules of Procedure and Organization of the Council of the County of
Hawai`i ( "the Rules ") govern the affairs of the Council of the County of Hawai`i ( "Council ");
and
WHEREAS, the Rules were duly adopted as provided in Resolution No. 04 -10, during
the initial convening of the Council on December 6, 2010; and
WHEREAS, the Rules were subsequently amended by:
1. Resolution No. 25 -11, duly adopted by the Council on January 25, 2011;
2. Resolution No. 30 -11, duly adopted on February 16, 2011;
3. Resolution No. 64 -11 and Resolution No. 65 -11, Draft 2, both duly adopted on
May 4, 2011;
4. Resolution No. 113, Draft 2, Resolution No. 114, Draft 2, Resolution No. 115,
Draft 2, and Resolution No. 122 -11, all duly adopted on August 17, 2011; and
5. Resolution No. 196 -11, Draft 2, duly adopted on December 7, 2011; and
WHEREAS, the Council wishes to further amend the Rules to facilitate effective and
efficient procedure and organization of the legislative branch of the County of Hawai`i; and
WHEREAS, the Council wishes to amend its rules by amending Rule No. 24, Bills and
Resolutions, to add a new section that will provide that the introducer of a bill or resolution shall
sign and transmit any amended version of the bill or resolution, unless the introducer is no longer
on the council, which in that case the Council Chairperson would sign and transmit the amended
bill or resolution; and
WHEREAS, proposed amendments to Rule No. 24 are illustrated in the attached Exhibit
A (material to be added is underscored and bolded for emphasis); now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Rules of Procedure and Organization of the Council of the County of Hawai`i are hereby
amended as indicated in the attached "Exhibit A."
BE IT FINALLY RESOLVED that the County Clerk shall provide to all appropriate
parties those pages of the Rules that have been amended, to replace those pages that have been
made obsolete by the adoption of this resolution.
