Re: Agreement with the State of Hawaii Department of Health
The State of Hawaii Department of Health, Alcohol and Drug Abuse Division (ADAD), is
providing funds for the purpose of supporting the Police's efforts to conduct enforcement
operations of minors purchasing tobacco. The Hawaii County Police Department will conduct
a minimum of six enforcement operations, using plainclothes officers to observe purchase
attempts by minors and to cite any retail store which makes an illegal sale to a minor. They
will also establish procedures to orient and supervise youth and adult volunteers to ensure
their safety and compliance with operational procedures and assign planning and supervisory
staff to ensure that operations are carried out in accordance with state law and Hawaii
County Police Department procedures.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of
Hawaii Department of Health, Alcohol and Drug Abuse Division in order to commence this
program.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$8,000 Department of Health —Tobacco Sting Grant.
