SUBJECT: Proposed Amendment to Resolution 264 -12; A Resolution Authorizing the Chair
of the County Council to take all necessary action to enroll the County into the
National Association of Counties Prescription Discount Card Marketing Fee
Reimbursement Program.
For your consideration, please find proposed amendments to Resolution 264 -12. The proposed
amendments, illustrated via Ramseyer format with respect to the contents of Resolution 264 -12,
read as follows:
1. The enacting clause is amended to read:
BE IT FURTHER RESOLVED that the Finance Department work with the Office of
Aging to direct all [income] revenue from this marketing fee program to the Office of Aging's
program account[.] as a separate line item, and all expenditures from this revenue shall be a
separate line item with sub - categories identified in the budget.
A draft copy of Resolution No. 264 -12, Draft 2, is attached incorporating these amendments.

A RESOLUTION AUTHORIZING THE CHAIR OF THE COUNTY COUNCIL TO
TAKE ALL NECESSARY ACTION TO ENROLL THE COUNTY INTO THE
NATIONAL ASSOCIATION OF COUNTIES PRESCRIPTION DISCOUNT CARD
MARKETING FEE REIMBURSEMENT PROGRAM.
WHEREAS, Hawai`i County is a member in good standing of the National Association
of Counties (NACo); and
WHEREAS, Hawai`i County currently participates in the NACo Prescription Discount
Card Program (PDCP); and
WHEREAS, the NACo PDCP offers savings of up to 24% for uninsured and
underinsured County residents who pay out of pocket for their prescriptions; and
WHEREAS, NACo is offering a new marketing fee reimbursement option for the
Prescription Discount Card Program; and
WHEREAS, under the new marketing fee reimbursement option, Hawai`i County would
receive a one dollar marketing fee per prescription each time the prescription discount card is
used; and
WHEREAS, NACo representatives assured the County Council at the April 17, 2012,
Governmental Relations Committee presentation that the marketing fee reimbursement option
will not increase costs for the user of the Prescription Discount Card, nor incur any cost to
Hawai`i County; and
WHEREAS, the Office of Aging has many elder care and health management programs
that would benefit from increased revenue as provided per the marketing fee reimbursement
option; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
hereby authorizes the Chair of the County Council to take all necessary steps to enroll the
County into the NACo marketing fee reimbursement option of the Prescription Discount Card
Program.
BE IT FURTHER RESOLVED that the Finance Department work with the Office of
Aging to direct all revenue from this marketing fee program to the Office of Aging's program
account as a separate line item, and all expenditures from this revenue shall be a separate line
item with sub - categories identified in the budget.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to Andrew Goldschmidt, Director of NACo Membership Marketing, the Honorable
Mayor William P. Kenoi, the Director of Finance, and the County Executive on Aging.
