No. 765 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 8:05 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Communication 765, reports as follows: <br /> Communication No. 765, transmitted by Mayor William P. Kenoi, dated June 13, 2012, appoints <br /> Mr. Mark Ow as County of Hawai`i Director of Information Technology, effective June 4, 2012. <br /> Mr. Ow was formerly a Senior Network Engineer with Hewlett-Packard; Consulting Engineer <br /> with Apple Computer; Technical Marketing Manager with AT&T; Senior Manager with Dell <br /> Computers; Director with Microsoft; and Senior Manager with Brocade Communications. He <br /> returned to Hawaii to be closer to his family and was working for Time Warner Cable as an <br /> Account Manager before accepting his new position with the County. <br /> Pursuant to Article VI, Section 6-4.2 (Appointment and Removal) and 6-4.3 (Qualifications), <br /> Hawai`i County Charter, "The director of information technology shall be appointed by the <br /> mayor, confirmed by the council and may be removed by the mayor. The director of information <br /> technology shall have had a minimum of five years of experience in the field of electronic data <br /> processing, telecommunications networking, and development, implementation and operation of <br /> business-oriented applications, at least three years of which shall have been in an administrative <br /> and managerial capacity in a computer system environment at least comparable to that of the <br /> county's system." <br /> Deputy Corporation Counsel Craig Masuda and Managing Director Bill Takaba appeared before <br /> Your Committee to introduce Mr. Ow. Some of Your Committee members commented their <br /> concern on bringing forth to Council confirmation of appointment before candidate started <br /> employment with the County. In this case, Mr. Ow's employment began on June 4, 2012, prior <br /> to Council confirmation. <br /> Mr. Ow provided a brief overview of his comprehensive plan recently submitted to the Mayor. <br /> This comprehensive plan is his assessment towards modernization, and increasing productivity <br /> and energy efficiency of the information technology system in place. <br /> FC Report No. 230 <br />
