McNarie Mei Andrade, who works at Recycle Hawai Ts recycling and reuse center at the Kea'au Transfer Station, knew something was wrong when she heard a chicken "screaming." She went to investigate, and found the chicken caught in a homemade snare in the woods next to the transfer station. Later, she said, she confronted a group of Micronesians who were setting more snares in the woods. Strong words were exchanged, and Mei threatened to call the police if she found them there again. She also reported the incidents to Franny Pueo of the animal advocacy group Hui Pono Honoholona. Pueo searched the woods, and found and removed more snares. When she returned a few days later, she found still more. "One had the rope missing so it is assumed that it may be around an animal," she wrote in an e-mail afterwards. "The others were taken to Keaau HIHS [Hawai'i Island Humane Society] and another animal abuse report was made, I had the assistant there take pictures and left all the evidence with her. "Of these snares, all were different — one tied to a branch was a green thin but strong cord, another had a yellow heavy duty twine buried in the ground, and the last was thick cord attached to a large guava cut tree, and at the top was a heavy wire metal taped to it. . . . Noting all the differences in the methods of these snares, makes me think that there is more than one person setting them." Some of the snares were surrounded by sharpened sticks embedded in the ground so that the caught animal would impale itself on the sticks as it thrashed about, trying to free itself. According to Andrade, at least one chicken lost its eye in a snare. Pueo found a cat that had been caught in one of the snares for an estimated one and a half weeks. Its mangled paw had to be amputated; in its weakened condition, it did not survive long after the surgery. Inga Gibson of the Humane Society of the United States told the Big Island Weekly that the Kea'au snares are not an isolated incident; local humane societies frequently receive animals injured in snares. And Gibson believes that many more cases go unreported. In one notorious case in Ocean View in 2009, eight dogs were caught in head snares. Four strangled before they were found; the other four had to be put down because of their injuries. While the Kea'au incidents have allegedly involved Micronesians, Gibson said, "I've never heard that any ethnicity uses these snares or devices more than any other." Snares have been used to catch animals since Neolithic times. In Hawai'i, even state and federal agencies sometimes use them to catch invasive species such as pigs. But they're also one of the crueler ways to capture an animal. Head snares, noted Gibson, cause an extremely painful condition called "jelly head": lymph builds up in the animals' heads, inflaming the tissue. Animals caught in leg snares face a horrendous choice: gnaw their legs off or face a slow death from dehydration, starvation, blood loss or gangrene, unless the trapper comes by to end the agony sooner. And more humane capture methods exist, such as live traps. It's illegal to set snares on public or private property without permission. But since snare-setters don't usually leave their names on their handiwork, it's difficult to track them. And the laws are weak, anyway. Gibson said that when the local humane society tried to get prosecutors to act on the 2009 Ocean View case, they were told that prosecution wasn't possible because "They couldn't demonstrate the intent to catch a dog." And Hawai'i state laws don't even require snare-setters to check their traps regularly. The Humane Society and other animal advocacy groups want to change that. According to Stevens, various bills regarding snares have been introduced for at least the past five years, without success. Some of the bills would have prohibited the use of snares entirely, but have been opposed by some conservation agencies that use them to control pig populations. Last session, with the humane societies' support, South Hilo Rep. Jerry Chang introduced a more modest bill requiring snare setters to check their traps every 24 hours, put names and contact information on them, and report captures of unintended animals to local humane societies. The bill exempted snaring activities in remote areas to protect threatened and invasive species. Those testifying favored the bill, 81 -4, but by the time it had passed out of Chang's Water, Land and Ocean Resources Committee, it had been amended to exempt certain agencies, exempt snaring in agricultural areas, and allow 48 hours to check traps. Gibson says her group allowed the bill to die, rather than face more weakening amendments in other committees. "The last thing we wanted was a bill that may allow four or five days and permit other exemptions," she said. Her group will be reintroducing the legislation and hoping for better luck next time. Meanwhile, Gibson urges those who discover live traps and those who know of pets injured by such traps to report the incidents to their local humane societies. Snares found on state land should also be reported to the Department of Land and Natural Resources.
