Yamashiro, dated February 3, 2000, reports as follows: The purpose of Communication No. Fi56 is to recommend the appointment of the following individual as a member of the Hawaii County Board of Appeals with a term to end on December 31, 2002: Mr. Alfred Franco of Kohala, is nominated to fill the unexpired vacant position created by the expiration of W illiam F. Green's term on December 3 L 1997. Mr. Franco, the former Owner/Manager of the Parker Ranch Broiler with no political affiliation, is a life-time resident of Hawaii who retired in 1995. He is currently a member of the Waimea Family YMCA and the Waimea Lions Club. Pursuant to Section 5-63 of the Hawaii County Charter, the mayor shall appoint members to the Board of Appeals to be confirmed by the Council, as prescribed in Section 13-4 of the Hawaii County Charter. Rudy I,egaspi explained that this position is an At-Large position and that there are no district qualifications for [he Board of Appeals. If Mc Franco's appointment is approved, the Board of Appeals will consist of seven members, two of whom are from the Kohala district. Mr. Franco has always been interested in serving on a commission and listed as his possible choices the Salary Commission and the Water Commission. When asked how he was nominated for the Board of Appeals, he replied that it was at the Mayor's suggestion. Mr. Franco stated that he is familiar with the Sunshine Law and does not foresee any conflicts.
