Your Committee on Planning, to which was referred Bill No. 205, transmitted by Mayor
Stephen K. Yamashiro per Communication No. 659, dated February 4, 2000, regarding the change of zone
request by George K. and Adele T. Hara, at Waiakea, South Hilo, Hawaii, TMK: 2-2-34: 85 and 93,
reports as follows:
Bill No. 205 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) of the
Hawaii County Code, by changing the district classification for approximately 67,500 square feet of land
from a Single Family Residential (RS-10) to a Neighborhood Commercial (CN-20) zoned district.
The flag-shaped subject property, owned in fee by the applicants, is located in Waiakea Houselots between
Hinano Street and Manono Street approximately 300 feet north of the Hinano Street-Kekuanaoa Street
intersection.
The applicants are proposing to construct an office building on the subject parcel to relocate their
accounting and clerical staff in order to create additional space at their current wholesale grocery business
on Makaala Street in Hilo. The proposed 2,000 square foot one-story structure with 15 parking stalls is
estimated to cost $300,000 and would take approximately 8 months to complete. Access to the site is
proposed from bath Manono and Hinano Streets. The 5 existing dwellings and garages on the property
will be demolished and landscaping will be provided to minimize visual impacts.
On July 6, 1973, under Consolidation No. 192, parcels 85 and 92 were consolidated into one parcel (Parcel
85). The applicants also propose to consolidate parcels 85 and 93.
The General Plan LUPAG Map designates this as a Low Density Urban Development area which allows
tar single family residential, ancillary community and public uses, and convenience type commercial uses.
Ordinance No. 92-I I S re-designated the 122.5 acre area bordered by Hualani Street, Kalanikoa Street
(including parcels located on the eastern side of the street), Lanikaula Street and Mililani Street from
Medium Density Urban and Industrial to Low Density Urban. The subject properties are not located within
the Special Management Area. The ALISH designation is Urban Development. The Planning Commission
which adopted the Hilo Community Development Plan in 1975, recommended that this area be maintained
as RM-4.
The subject parcel is located in Zone "X", an area determined to be outside the 500-year flood plain.
The USDA Soil classification is Keaukaha extremely rocky muck which consists ofwell-drained, thin
organic soils overlying pahoehoe lava bedrock, with medium runoff and slight erosion hazard. The Land
Study Bureau Soil Rating is Urban.

The likelihood of any archaeological features is remote since the subject parcel was previously improved.
Impacts to flora and fauna are expected to he minimal also because of this same reason.
Except for Big Island Candies which is located across the street from the subject property and zoned CG-
20, surrounding parcels are zoned RS-10 and mostly in residential uses. This area has gradually been
shifting from a residential to a commercial district. North on Hinano Street approximately 7S0 feet from
the subject properties are parcels zoned CN-7.5.
Access is proposed from both Manono and Hinano Streets, which are County roadways. There is a S-foot
future road widening on Manono Street. Because this development is for commercial use, the Department
of Public Works is recommending that Hinano Street be widened to a 50-foot right-of--way from its current
40-foot right of way, and that future road widening and roadway improvements be subdivided and
dedicated to the County, as in the case of Big Island Candies, where roadway improvements on Hinano
Street, a collector road, were done to a SO-foot right of way.
There are four water meters to the property, and if the applicants discontinue and/or move any of the
existing meters, plans prepared by a professional engineer should be submitted to the Department of Water
Supply.
Wastewater will be disposed of through a County sewer line fronting the subject properties.
All other utilities and services are available to the subject property.
James Ishii, representative for the applicant, stated the applicant concurs with the conditions of the bill. He
also stated there were only three responses from the neighboring landowners regarding the change of zone
request, and they were in favor of the development.
Committee Member Tyler questioned the use of the word "its" in Condition F., which states that "The
S-foot road widening section fronting the subject property along Manono Street and roadway
improvements on Hinano Street shall be subdivided and dedicated to the County of Hawaii upon its
completion" and deduced that it should actually be "their". However, after further discussion, Committee
Member Tyler requested that staff look into this matter.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 20S and recommends it
pass first reading.
