Aloha,
I am testifying as a private citizen. My husband and I are firm supporters of recycling.
Since we started recycling in earnest, we have reduced our garbage to about one third of
what it was previously.
I have two suggestions:
1. Why not make it easier for people to recycle by placing recycling centers in places
where people go, such as shopping centers, rather than require them to go to the Transfer
Station? Rather than paying people...just bring the recycling closer to them. It works
elsewhere and would likely work here, if you could select one shopping center in each
community. (Obviously the BEST solution would be to do curbside recycling pickup, but
since not every location has curbside trash pickup, that's probably unworkable. )
2 . Another deterrent at times to recycling is the County's failure to properly empty the
recycling bins at the existing locations. More than once my husband has gone to the
Kealakehe Transfer Station recycling location--and returned home with all our recyclables.
The bins were overflowing to the top, and he said he did not want to just dump our
recyclables on top of recycling material that was already overflowing, spilling over, and
in some cases blowing around. Not everybody would be as diligent as my husband, and I
suspect they might just put the recyclables in the trash if presented with an overflowing
bin--OR they might just add to the general mess.
So, in summary: before coming up with a system to pay people--I think the County should
explore ways to make recycling more accessible to people.
