Bill 140 (2011), General Obligation Bonds for Public Improvement Projects Authorized

County Council:
My name is C. Mike Kido, External Affairs for the Pacific Resource Partnership (PRP), a
labor-management consortium representing over 240 signatory contractors and the
Hawaii Carpenters Union.
PRP opposes Bill 140, an ordinance amending ordinance no. 11-40, section 2,
authorization of bonds, of the County of Hawaii, pertaining to the issuance of general
obligation bonds for the purpose of funding all or portion of the costs of public
improvement projects authorized.
PRP recommends waiting for the final cost for the Kalaniana`ole Sewer project as well
as the Kapi`olani Street Extension project before amending the GO bond. Shifting funds
from these two Hilo construction projects to finance park repairs may stall the projects
should they run over cost due to the bridge.
