Testimony By United Public Workers
Re: BILL 140 -AN ORDINANCE AMENDING ORDINACE NO. 11-40.SECTION 2.AUTHORIZATION OF
BONDS.OF THE COUNTY OF HAWAII.PERTAINING TO THE ISSUANCE OF GENERAL OBLIGATION
BONDS FOR THE PURPOSE OF FUNDING ALL OR A PORTION OF THE COSTS OF PUBLIC
IMPROVEMENT PROJECTS AUTHORIZED.
My name is Dayton M. Nakanelua and I am the State Director of the United
Public Workers,AFSCME, Local 646,AFL-CIO. The UPW is the exclusive bargaining
representative for public employees in bargaining Unit 1 blue collar
non-supervisory and Unit 10 institutional, health and correctional facilities.
The United Public Workers strongly opposes this bill. We ask the Council to
wait until the costs for the Kalaniana'ole Sewer Project and the Kapi`olani Street
Extension Project are finalized. We believe it would be prudent that the Council wait
until budgets for these projects are complete before siphoning off funds for other
purposes.
For these reasons, we recommend that this bill not be passed.
