AMENDING CHAPTER 14 HAWAII COUNTY CODE1983 2005 EDITION AS
AMENDED BY ADDING A NEW ARTICLE RELATING TO PLASTIC BAG
REDUCTION
On behalf of the Board of Directors, membership, and staff of Recycle Hawaii, a non-governmental
501(c)3 non-profit educational organization dedicated to the promotion of recycling and wise resource
management in Hawai'i, and other like-minded non-profit membership organizations, specifically Keep
Hawaii Beautiful (the local affiliate of Keep America Beautiful), and the thousands of local volunteers
who donate their time in the effort to eliminate litter and environmental degradation at annual events
such as the International Coastal Clean-up, the Great American Clean-up, and other community-driven
clean-up events, we are in full support of this effort to help REDUCE the plaque of plastic shopping bags
and the detrimental affect the proliferation of these bags has on the wildlife and scenic areas of Hawai'i
Island.
As the current Integrated Resources/Solid Waste Management Plan (IR/SWMP)for the County of
Hawai'i cites the need for continual environmental resource management education coupled with the
Department of Environmental Management's mandate to implement programs that strive on the "Path
to Zero Waste," this amendment will further support the Department of Environmental Management's
mission as emphasized in the IR/SWMP to apply the principles of REDUCE, REUSE& RECYCLE in
addressing this special island's solid waste management needs.
