Subject: Council Bill 17 - banning plastic bags
To the Big Island County Council:
Please be advised that we are not in favor of the proposed ban of single use plastic bags for the county. All
credible documented evidence to date shows by banning the plastic bag alternative simply motivates the
consumer to request single use paper bags as their option. Paper bags are not an environmentally friendly
solution, despite all the rhetoric by those "who claim to be". I am in favor of having the county review the
position of the Hawaii Food Industry and setting a fee for all single use bag options in retail stores.
The fee makes sense,gives the consumers a choice, and has proven in both national and international cities to
quickly move the consumer to reusable bags. And as an additional benefit for the county, to provide a source of
revenue for those who choose to purchase plastic or paper bags at the checkout counter.
