Dear Chair Yagong and Council Members:
RE: Statement in Opposition to Bill 17 Draft 2(Plastic Bag Ban)
We sincerely appreciate the opportunity to address the Council on an issue that is important to all
who live on our Island. My family has lived in Hilo all our lives where we enjoy the outdoor
experiences our island has to offer, from the ocean to the mountains. Our children have been
taught to "take care"of our island home, and have developed a deep respect for the outdoors.
While the intent of the bill may be noble, we support free choice for consumers and businesses.
The improper disposal of plastic bags is an issue and we support existing laws prohibiting illegal
dumping and litter—not limiting the freedom of individuals and businesses. We also support
recycling of plastic bags and other reusables. Any proposal to "ban"plastic bags necessarily
limits freedom of choice for the overwhelming majority of responsible citizens who already
recycle and use their plastic bags in a responsible and environmentally friendly manner.
We therefore oppose passage of this bill. As a family which actively utilizes Hawaii County's
recycling stations and waste-specific collection days, we would like to encourage our County
government to continue reaching out and educating the public and local businesses in the
benefits of recycling.
