Subj: County Open Space Fund & Related Resolutions
The County of Hawaii is obliged to create an Open Space Fund to purchase lands
for Parks & Recreation to be used by the Public. The Open Space Committee will
select lands that are historical or require protection from over-development and list
the selected lands in order of priority of importance. Purchasing some these lands
have been completed by the County. These lands require some development to
ensure that recreation could be enjoyed safely and have facilities necessary for
Recreational purposes. Additionally a Resolution now before the Council
addresses additional Funding required for Maintenance on the Purchased lands.
While all of the ideas of developing Parks for Recreational purposes have good
intentions, I believe that the original proposal with the consent of the Public, is
completely out of proportion. If I am not mistaken, there is also a requirement for
the Council to reduce the size of Government, to reduce the amount each Tax
Payer will have to pay to maintain County Government. If this requirement is still
in effect, then a collision will occur with increasing the size of the Department of
Parks & Recreation to maintain all of the Recreational lands owned by the County.
Purchasing additional lands each year will increase the cost of running County
Government, regardless of the many view point pertaining to this subject.
Eventually, the County Parks & Recreation Department will become larger than
any other operational Department in County of Hawaii.
Before this matter becomes overly burdensome for the County, I would
recommend that the Council take steps to prevent future disasters for the Tax
Payers of this County. It would not take many years before the Public will start to
wonder why their Tax Bills are so very high each year.
