Your Committee on Planning, to which was referred Communication No. 732 transmitted by Mayor
Stephen K. Yamashiro dated April 6, 2000, reports as follows:
Communication No. 732 recommends the appointment of the following individual to the Hawaii County
Water Commission to serve a term ending December 31, 2004:
Mrs. Pamela H. Hons of Kamuela, who has no political affiliation, will replace Edmund W. Hohu
of Hilo, whose term expired on December 31, 1999.
Mrs. Hons, a 44-year resident of Hawaii, was self-employed from 1981 to 1998 doing business as
Decorating and Such by Pam, Inc., until her retirement. She is a member and volunteer of Hospice
North Hawaii, Inc. She is currently a member of the Hawaii County Liquor Commission, but will
resign from it upon her confirmation to the Water Commission.
When questioned by Committee Member Curtis Tyler as to why she would switch to the Water
Commission, she replied that her term with the Liquor Commission will expire at the end ofthis year, and
she thought the Water Commission "would be an interesting place to go."
Rudy Legaspi explained that Mrs. Hons will be filling the current vacancy in the Commission, and stated
that the Commission consists of two members from Council District 9, two members from Council District
6 and one each from Council Districts 1, 2, 3, 4 and 7. There are none representing Council Districts 5
and 8.
Mrs. Hons stated that she is aware of the Sunshine Law, and sees no conflict of interest in her acceptance
of the Commission seat. In response to a question from Committee Member Leningrad Elarionoff, she
replied that she was not aware of the existence of the Waimea Water Roundtable.
Your Committee on Planning recommends the approval of the appointment of Mrs. Pamela H. Hons to the
Hawaii County Water Commission.
