Amends Rule No. 13,Public Statements and Testimony,by adding provisions regarding the
submission of video testimony from any member of the public.

Comm. 787: URGES THE HAWAII STATE LEGISLATURE TO ADEQUATELY FUND BOTH THE
(Res. 280-12) HAWAII CAMPAIGN SPENDING COMMISSION AND A STATEWIDE
COMPREHENSIVE PUBLIC FUNDING SYSTEM FOR ELECTIONS
States that the State Legislature take immediate action to adequately fund the Hawai`i Campaign
Spending Commission and a statewide comprehensive program upon convening the 2013
legislative session, and that the Council of the County of Hawaii supports legislative efforts to
expand comprehensive public funding throughout the state.
