Your Committee on Finance, to which was referred Resolution No. 273-12, reports as follows:
Resolution No. 273-12, transmitted jointly with Bill No. 277, by Finance Director Nancy Crawford
via Communication No. 771, dated June 28, 2012, authorizes the Mayor to enter into an agreement
with the U.S. Department of Transportation for this grant.
The U.S. Department of Transportation is providing Federal funds of$12,802.74 through the State of
Hawai`i Department of Transportation to the Hawai`i Fire Department for a highway safety
reimbursement project titled "Hawai`i Fire Department Pediatric Spinal Boards." These funds are to
acquire specialized pediatric spinal immobilization equipment for the department's 15 advanced life
support ground ambulances, island-wide.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent of
the Council to enter into agreements with the Federal or State governments respecting action to be
taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
Deputy Fire Chief Glen Honda appeared before Your Committee and commented that this
U.S. Department of Transportation grant will purchase specialized pediatric spinal boards for
15 ground ambulances, island-wide.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 273-12, and
recommends its adoption.
