Your Committee on Finance, to which was referred Bill No. 278, reports as follows:
Bill No. 278, transmitted jointly with Resolution No. 274-12, by Finance Director Nancy Crawford
via Communication No. 772, dated June 28, 2012, amends Ordinance No. 12-86, as amended, the
Operating Budget for the County of Hawaii for the fiscal year ending June 30, 2013. The
amendment is as follows:

010.3305.74 State Grants—Department of Health General $ 8,000
- Tobacco Sting
To:
010.201.5216.42 Department of Health—Tobacco Sting General $ 8,000
The bill amends the Operating Budget by appropriating this $8,000 Department of Health—Tobacco
Sting Grant.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of
the Council to enter into agreements with the Federal or State governments respecting action to be
taken pursuant to any powers granted by law to furnish, expend, and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 278, and
recommends its passage on first reading.
