Your Committee on Finance, to which was referred Resolution No. 275-12, reports as follows:
Resolution No. 275-12, transmitted by Finance Director Nancy Crawford via Communication
No. 773, dated June 28, 2012, authorizing the Director of Finance to negotiate a lease of real
property, situated at Waiakea, South Hilo, County and State of Hawaii, identified as Tax Map
Keys: (3)2-4-057:029, (3)2-4-057:030, and (3)2-4-057:031, to the Hawaii Island Veterans
Memorial, Inc.
The County of Hawaii controls three real property parcels situated in Waiakea, South Hilo,
County and State of Hawaii. The Hawai`i Island Veterans Memorial Inc., a nonprofit
organization, desires to lease these properties for the purpose of the construction and
development of a veterans centers and veterans housing. The Hawaii County Council
previously approved the lease of the three parcels for this reason, through Resolution 293-07 and
Resolution 168-04, but the leases have lapsed without having the construction complete.
This resolution authorizes the Director of Finance to negotiate a five year lease with renewal
options in five-year increments for these properties with the Hawaii Island Veterans Memorial,
Inc., to be used for a veterans center and veterans housing. This resolution also authorizes the
Mayor to execute said lease agreement on behalf of the County of Hawaii following its approval
by the Council.
Pursuant to Chapter 2, Article 19, Section 2-120(a)(2), Hawai`i County Charter provides that the
Council of the County of Hawaii may, by resolution approved by a majority of its members,
direct the Finance Director to negotiate the lease of real property to nonprofit organizations, at
such rentals and on such terms and conditions as deemed proper; and Section 2-120(b) provides
such lease of real property to non profit organizations may be made without the notice or
appraisal as required of same Chapter.
Hawaii Island Veterans Memorial, Inc.'s president, Mr. Bob Williams, appeared before Your
Committee and provided their support on this resolution. Mr. Williams stated briefly funding
sources in progress and their desire to move forward on building the veterans center and housing.
Your Committee Members commented on their support for this resolution and commended on
Mr. William's and their group's diligence, persistence, and consistency on working with
administration.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 275-12,
and recommends its adoption.
