No. 774/Bill No. 279 PLACE: Council Chambers Kailua-Kona, Hawai TIME: 9:08 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Bill No. 279, reports as follows: Bill No. 279, transmitted by Finance Director Nancy Crawford, via Communication No. 774 dated June 28, 2012, is a bill for an ordinance to amend Ordinance No. 12-87, as amended, relating to Public Improvements and Financing thereof for the Fiscal Year July 1, 2012 to June 30, 2013, related to Fuel Tax Allocation. This proposed bill appropriates the third increment of the fuel tax revenues established by Resolution No. 504-08. Projected revenues are being based on each district's percent of miles of local streets, for all roads maintained by the County. Below is the breakdown of the programs: PROGRAM AMOUNT Roadway Projects (Engineering) $ 1,650,000 Bridge Inspection, Repair, & Replacement 1,500,000 Program (Engineering) ADA Curb Cut & Accessible Route Program 200,000 (Engineering) Local Road Improvements (Highways) 3,350,000 TOTAL $ 6,700,000 The specific projects are listed on Exhibit A of the bill. A proposed amendment was transmitted via Communication 774.1 by Ms. Crawford, dated July 11, 2012. Ms. Crawford stated, inadvertently the bill included a document referenced as Exhibit B, showing the distribution method of the local road projects. This document should have instead been included as part of communication 774 and not part of Bill 279. The removal of Exhibit B from Bill 279 does not affect the contents of the bill since Bill 279 makes no reference to Exhibit B. This amendment, contained in Communication 774.1, was unanimously approved. FC Report No. 237 FC-237 Page 2 July 18, 2012 Deputy Finance Director Deanna Sako and Public Works Director Warren Lee appeared before Your Committee. Mr. Onishi asked for further clarification on roadway projects in his district. Mr. Lee commented that part of the funds is applied to engineering, consultation, and permitting of the listed roadway projects and not towards construction. Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for this fiscal year by two-thirds vote.
