Your Committee on Finance, to which was referred Resolution No. 276-12, reports as follows:
Resolution No. 276-12, transmitted by Vice-Chair K. Angel Pilago via Communication No. 776,
dated June 26, 2012, is a resolution requesting that the Mayor authorize the Director of Finance
to enter into negotiations for the acquisition of Tax Map Key numbers (3)7-3-009:004 and
(3)7-3-009:022, properties known as the Coastal Lands of `O`oma II, in the district of North
Kona, Hawaii.
Mr. Pilago also provided background information on the effort of different groups, Hawaiian
descendants and individuals involved to protect these lands. Mr. Pilago also publicly
acknowledged the Kamaka Ohana, who came forward to testify their support and concerns on
this proposed resolution. He also added that these parcels have been in the 2007 and 2011
Annual Report to the Mayor, island-wide prioritized list for acquisition. Mr. Pilago is seeking
favorable support of this proposed resolution from Your Committee Members.
Department of Finance Property Manager Ken Van Bergen appeared before Your Committee.
He stated the landowners of this property informed the Public, Open Space and Natural
Resources Commission last year that they were not interested in selling, although
Mr. Van Bergen confirmed the support of the Finance Department and to move forward on this
as provided in the proposed resolution.
Mr. Pilago provided recent information he received of the landowner's willingness to sell.
Mr. Yagong provided information suggesting bringing forth legislation before the Council to
move these lands up the priority list.
Some of Your Committee members commented: 1) these lands have been subjected to previous
discussion involving the different possibility of land acquisitions and management, and 2) the
landowners consider taking this opportunity working with government and community towards a
peaceful outcome.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 276-12,
and recommends its adoption.
