Resolution No. 46
RESOLUTION REQUESTING THE FOURTH STATE LEGISLATURE TO AMEND
SECTION 129-5. 1 OF THE REVISED LAWS OF HAWAII 1955, AS AMENDED.
WHEREAS, the State Director of Finance, the Board
of Trustees of the Employees Retirement System and other State
agencies submit to this Board of Supervisors an estimate of
funds payable or retainable by them on the calendar year basis;
and
WHEREAS , county budgets are fixed on a fiscal rather
than calendar year basis; and
WHEREAS, a more accurate budgetary requirement would
be attainable if the above debts are ascertainable for a period
consistent with the County fiscal period;
NOW, THEREFORE , BE IT RESOLVED BY THE BOARD OF
SUPERVISORS in and for the County of Hawaii that it hereby
respectfully requests the Fourth Legislature of the State of
Hawaii to amend Section 129-5.1 , Revised Laws of Hawaii 1955,
as amended, by substituting the words "ensuing fiscal year"
for the words "calendar year" therein, so that as amended the
said section reads:
"State requirements. ( a) On or before
January 31 of each calendar year the state [director
of finance] shall compute and submit to the board of
supervisors of each county the amounts which are
payable to or retainable by the State for that county
for the ensuing fiscal year to meet interest charges
for serial bonds, and the principal for all serial
bonds maturing the following ensuing fiscal year,
which bonds have been issued by the State for county
purposes ( except bonds issued prior to January 1,
1945 for highway purposes) .
" (b) The board of trustees of the employees'
retirement system of the State, on or before January 31
of each calendar year, shall submit to each county the
amount estimated to be due from such county for the
ensuing fiscal year, pursuant to chapter 6, on account
of the employees thereof who are members of the
employees ' retirement system.

" (c ) Any other information or estimates as to
requirements for the ensuing fiscal year, necessary
to be given by any state office to any board of
supervisors in order that such requirements may be
included in determining the tax rate for the county,
shall be submitted by such officer to the board not
later than January 31 of such year. "
BE IT FURTHER RESOLVED that copies of this resolution
be transmitted to the President of the Senate and the Speaker
of the House of Representatives of the Fourth State Legislature.
