Lyle Hirota Acting Wastewater Division Chief From: Kekua- Spencer, Jan Sent: Friday, July 27, 2012 10:22 AM To: Beck, Dora; Hirota, Lyle Cc: Eoff, Karen Subject: Comm. 96.35 Change Order Report for Contract C.001454 Aloha Ms. Beck & Mr. Hirota, Noted on Comm. 96.35, Change Order Report 6/1 — 6/15 for Contract C.001454, Project Naalehu and Pahala Wastewater Collection & Treatment System, it show a change order amount of $239,483 for the purpose of modifying the scope of work to relocate Wastewater Treatment Plant in Naalehu due to the identification of significant archaeological sites in the area. Is this amount for engineering purposes or does it include construction changes also? The increased amount is not related to construction changes as construction has not begun. The Na'alehu project is currently in the design stage so the modification to scope of work is to address design changes. Because the preliminary archaeological study determined that the previously intended site was a former makahiki area, an alternative site was required. The will result increased costs for: 1. Additional engineering services and additional land survey work due to the change in location. 2. increases in archaeological work including the addition of archaeological services during the construction phase. Archaeological services during construction was added based on the identification of previously unknown sites within the area. 3. Additional geotechnical work due to the identification of a fault line in the regional area during preliminary geotechnical investigations. Can you provide a map /diagram of the original location to the new site? The first attachment labeled as Exhibit A shows the original site for the WWTP. The second attachment shows the approximate location of the alternate area. • The alternate area is significantly smaller and will require additional engineering work to modify the design such that the new area can accommodate it. • An archaeological survey, flora and fauna survey , and topographical survey of the alternate site have been completed and the WWTP will be designed to avoid archaeological sites. This item will be heard in Tuesdays Finance Committee on Tuesday, July 31st. I would appreciate a response by 7/31/2012 Page 3 of 3 12noon on Monday in order to brief Mr. Pilago of this item please.
