Your Committee on Planning, to which was referred Bill No. 270, transmitted jointly with Bill No. 271 by Mayor
Stephen K. Yamashiro per Communication No. 797, dated May 22, 2000, regarding the State Land Use Boundary
Amendment request by Kamehameha Investment Corporation, at Keauhou lst, North Kona, Hawaii,
TMK: 7-8-I 1:10 and 13, reports as follows:
Bill No. 270 amends the State Land Use Boundaries Map, H-8 for the County of Hawaii by changing the district
classification for approximately 13.814 acres of land from an Agricultural to an Urban zoned district.
i'he irregular-shaped subject property, owned in fee by the applicant, is located to the south of Kaluna Street
bordering the existing Bayview Estates Phase I and Hale Kehau Condominium project. Currently, there are two
single family residential structures on the property, which will be demolished prior to the commencement of the
development. The applicant would like to subdivide the property into 45 single family residential 15,000 square foot
lots.
The proposed project is intended to help meet the growing demand for residential lots in the Keauhou Resort area
and allow for the expansion of an existing subdivision. Phase II offers the advantage of being close to existing
infrastructure and supportive public services and the project has been planned with consideration to the
environmental and cultural considerations of the site. The project will provide the logistical extension of the
Bayview Estates subdivision with the same high level of site amenities and will meet the applicant's long-term goal
of developing a high quality master-planned, resort-residential community at Keauhou and Kahalu`u, North Kona.
Committee Member Julie Jacobson stated that [his project is "urban sprawl" and there's a need to keep agricultural
lands, so she does not see the need to approve this State Land Use Boundary request a[ [his time.
Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable
consideration for the State Land Use Boundary request.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 270, and recommends i[ pass first
reading.
