Re: Agreement with the State of Hawaii Department of Business, Economic Development
and Tourism, Hawaii Housing Finance and Development Corporation
The State of Hawaii Department of Business, Economic Development and Tourism's Hawaii
Housing Finance and Development Corporation (HHFDC), is providing $400,000 of federally
derived funds to the Hawaii County Office of Housing and Community Development (OHCD)
to be used for the construction of the Na Kahua Hale 0 Ulu Wini project (formerly known as
the Kaloko Rental Housing Project). The funds will enable OHCD to construct one additional
affordable rental unit.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the HHFDC in
order to commence this program.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$400,000 Neighborhood Stabilization Program (NSP) Grant.

A. REQUEST:
Our office is requesting a bill for an ordinance to appropriate $400,000 for the Neighborhood Stabilization
Program in account no. 010.956.5956.01.115. We are also requesting a resolution authorizing the Mayor of
the County of Hawaii to enter into a Supplemental Agreement with the State of Hawaii Department of
Business, Economic Development and Tourism, Hawaii Housing Finance and Development Corporation for
the construction of an affordable rental unit in the Na Kahua Hale 0 Ulu Wini project (formerly known as the
Kaloko Rental Housing Project).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
On June 1, 2012, The Hawaii Housing Finance and Development Corporation awarded the OHCD $400,000
for the construction of the Na Kahua Hale 0 Ulu Wini project (formerly known as the Kaloko Rental Housing
Project). These funds will enable the OHCD to construct 1 additional affordable rental unit.
