Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 Re: Resolution for multi-year agreement(s) -- w The County's Office of Housing and Community Development (OHCD), has selected (via -= RFP) existing and proposed projects with property owners or property managers for the Section 8 Project Based Voucher Program (PBV Program) offered through Public Notices dated February 12, February 19, and February 29, 2012. These projects include Na Kahua Hale 0 Ulu Wini located in Kailua-Kona (39 vouchers), E Komo Mai located in Hilo (11 vouchers), and the proposed Kamakana Senior Residences located in Kailua-Kona (29 vouchers). The purpose of the PBV Program is to encourage property owners to make housing units available to low-income families which are not within the current housing fair market rents. Enclosed is a resolution authorizing the Mayor to enter into a multi-year Housing Assistance Payment Contract (Agreement) with property owners or property managers of the selected projects described above. REQUEST: The Office of Housing and Community Development (OHCD) requests Finance Committee and Council actions authorizing the Mayor to enter into a multi-year Housing Assitance Payment Contract (Agreement) with property owners or property managers of selected projects for the Section 8 Project Based Voucher Program (PBV Program) offered through a Public Notice dated February 12, 19, and 29, 2012. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The purpose of the PBV Program is to encourage property owners to make available rental housing units to low-income families that are not within the current housing fair market rents. The OHCD will attach an Agreement to existing structures.
