Your Committee on Finance, to which was referred Resolution No. 278-12, reports as follows:
Resolution No. 278-12, transmitted by Council Member Donald Ikeda via Communication
No. 784, dated July 10, 2012, authorizes the Director of Finance to compromise real property
taxes owed by The Arc of Hilo on a parcel identified as Tax Map Key: (3)1-6-146-031.
Pursuant to Section 19-3(12) Hawai`i County Code, the Director of Finance is authorized to
compromise and refund the sum of$14,678.65, being the amount of taxes paid between
August 1, 2009 and November 29, 2011 less the minimum tax of$200 that would be due if the
exemption were properly filed.
The Arc of Hilo CFO, Debbie Perkins, appeared before Your Committee. Ms. Perkins
commented that it took several tries to correct errors in the Land Court and approval before lease
ended.
Finance Director Nancy Crawford appeared before Your Committee and provided further
clarification and details on this matter. Furthermore, Ms. Crawford commented that The Arc of
Hilo met the exemption requirements and this will refund two years of taxes paid.
Chair Ford stated that a representative from The Arc of Hilo is not required to attend the next
Council meeting.
Your Committee on Finance is in accord with the purpose and intent of Resolution 278-12, and
recommends its adoption.
