participate in the upcoming August 14, 2012 Hawaii County Council Finance Committee meeting. Please convey my

As for the Emergency Sirens, State Civil Defense (SCD) is overall responsible for the management, maintenance and
.g. The Hawaii County Civil Defense Agency (HCCDA) tests the sirens each month and maintains the official records
n outages and notifies SCD if there are any reported problems with any of the sirens that may require
rnaintenance and /or repairs.
The problem with the repair concerning the Hakalau siren is that it is an obsolete mechanical siren and the control box
was smashed by a drunk driver. The replacement of the obsolete controls is not feasible because replacement parts are
no ionger manufactured. The Hakalau siren is scheduled to be upgraded as part of the State's Siren Modernization
Project which will include a new pole, controls and communication system along with a new electronic siren array. We
expect this to be upgraded by the end of 2012. The funds for the upgrade will come from the state Capitol Improvement
ft ct funds for sirens.
With respect to the recovery of the costs associated with the damaged siren, that has been referred to the Attorney
General and it would be inappropriate to discuss it at this time.
Below is a generalized project listing showing the sites which are affected by the Siren Modernization CIP work. It needs
to he emphasized that the project is only partially funded at this point, and we are dependent on continued support
from the State Legislature to complete the effort.
