Your Committee on Planning, to which was referred Bill No. 312, transmitted jointly with
Bill No. 313 by Mayor Stephen K. Yamashiro per Communication No. 908, dated August 22,
2000, regarding the State Land Use Boundary Amendment request by Central Kona Land,
LLC, at Ke`eke`e 2nd, South Kona, Hawaii, TMK: 8-1-3:Portions of 34 and 50, reports as
follows:
Bill No. 312 amends the State Land Use Boundaries Map, H-8 for the County of Hawaii by
changing the district classification for approximately 5.0014 acres of land from an Agricultural to
an Urban zoned district.
The rectangular-shaped subject property, owned in fee by the applicants, is located in the Hale
Ke'eke`e Subdivision which is approximately 400 feet west of Mamalahoa Highway across from
Kamigaki Market and south of the Kishi Subdivision in Kealakekua. There are no structures on
the subject property, which was previously used for coffee farming; and the applicants have no
future plans for agricultural activity. The applicants aze proposing to subdivide the subject parcel
into eight (RS-10) lots, which will become part of the proposed Hale Ke`eke`e Subdivision.
The General Plan LIJPAG Map designates the area for Low Density Urban uses, which permits
uses that are single family residential in character, ancillary community and public uses and
convenience type commercial uses. The Kona Regional Plan Land Use Concept Map identifies
the area for Residential Expansion. The subject parcel is not situated within the Special
Management Area.
The subject parcel is located in Zone "X", an area determined to be outside the 500-year flood
plain.
Adjacent to the subject parcel is the Hale Ke`eke`e Subdivision, which is zoned RS-] 0. To the
east is the Central Kona Union Church which is zoned Village Commercial CV-10. Located to
the north is the Ke`eke`e, Kishi and Kona Scenic subdivisions on land zoned RS-10 and
Ke'eke`e Estates zoned RS-15. Lands to the south and west are predominantly larger parcels
which are zoned Agricultural-5 acres, which aze maintained as scattered single family residential
home sites, agricultural lands and vacant parcels.

Access to the property will be from Road A, which will intersect Mamalahoa Highway. Utilities
and services are or will be made available to the subject property. There is no existing or
planned County wastewater systems for this area, so appropriate wastewater disposal systems
meeting with the requirements of the Department of Health will he permitted.
Your Committee did not entertain further discussion on this measure.
Your Committee concurs with the Planning Commission and the Planning Director for
recommending a favorable consideration for the State Land Use Boundary request.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 312, and
recommends it pass first reading.
