Your Committee on Human Services and Economic Development, to which was referred Communication
No. 667, reports as follows:
Communication No. 667 from Finance Director Harry A. Takahashi, dated February 18, 2000, submitted
applications from qualifying nonprofit organizations in compliance with Chapter 2, Article 25 of the
Hawaii County Code, and a list showing amounts requested for the Council's review and appropriation of
funds for FY 2000 -01.
Communication 667.050 from J. Curtis Tyler, II1, Chair, Human Services and Economic Development
Committee, dated April 6, 2000, transmitted the funding recommendations of your Human Services
Nonprofit Grants Review Committee for FY2000 -01 funding of nonprofit agencies for the Council's
review and consideration.
Pursuant to the discussion of committee members, your committee moved and unanimously approved the
recommendations contained in Communication 667.050, with the proviso that amendments to the funding
recommendations proposed by Council member Bobby Jean Leithead -Todd, along with any amendments
drafted by other Council members, will be prepared in writing and distributed to Council members for
their review no later than two days prior to the next meeting of the Hawaii County Council on May 3,
2000. Council member Julie Jacobson voted kanalua times twice.

By motion duly made and seconded, the County Council amended Human
Services and Economic Development Report 2 by adding the following condition (as
delineated in Comm. 667.058):
Account #5471.64 - Boy's & Girls Club of Hilo
Prior to issuance of any of any payments from the Fiscal Year 2000 -2001
appropriation, the Board of Directors of the Boy's and Girl's Club of Hilo
shall submit official documentation to the Finance Director and the
Legislative Auditor showing that all federal, state and county taxes and
fees, including penalties and interest, due and owing prior to July 1, 2000,
have been paid.
Human Services and Economic Development Report 7, as amended, was carried by raise
of hands, as follows:

Funding Amendment
The appropriation for the account set forth below shall be conditioned upon
the following requirement to be fulfilled by the grantee nonprofit
organization throughout fiscal year 2000 -01.
5471.64 — Boy's and Girl's Club of Hilo
