This report includes: EDH 2025 Highlights, including events and milestones achieved during the past 18 months, CIP Budget appropriations for EDH 2025 projects, New Lead Solution Partners, VisionKeepers Update, Action Plan Highlights, and introduction of our new "Ourdowntownhilo" implementation website where collaboration and prioritization of projects are tracked. It has been a great year and a half and we are pleased to present the July 2010— December 2011 Progress Report. Mahalo to everyone helping implement the En Vision Downtown Hilo 2025 Plan. This report highlights activities and actions for Downtown Hilo. EDH 2025: 5 — Year Action Plan Update The Hawaii County Council adopted by Resolution 352 the EDH 2025: 5-Year Action Plan Update on November 10, 2010. A new Action Plan matrix and vision concepts for different locations in Downtown will continue to guide implementation. The EDH 2025 Plan is guided by: Six Focus Areas 147 Actions 36 strategies 41 Lead Solution Partners Budget Capital Improvement Program (CIP) Budget The Hawaii Council passed the Capital Improvement Program Budget for FY 2011-2012 by Ordinance 11 60. Appropriations for five Downtown Hilo projects that were included in the EDH 2025 Action Plan were included in the budget: Mo`oheau Bandstand and Related Park Improvements; Kaipalaoa Landing Park Amenities and Improvements; Kalakaua Park Revitalization Improvements; Parking Facilities Amenities & Related Improvements; and Downtown Hilo Accessibility and Mobility Improvements. Planning and prioritization of improvements will determine when allotments are made. The CIP Budget for FY 2012-2013 is currently underway. Welcome! New Lead Solution Partners University of Hawaii at Hilo Art Department Michael Marshall, Chair Let's Grow Hilo Sam Robinson, Project Coordinator VisionKeepers Network Six meetings were held July 1 2010 - December 31 2011. In December 2010 the VisionKeepers Network reorganized due to fiscal constraints. They now meet on an as needed basis to advise Planning Department staff and to assist with public involvement during implementation. Mahalo and Aloha to Kylie Alexandra and Marlene Murray for their past service providing support to the VisionKeepers and the EDH 2025 Project. Action Plan Highlights: Status of EDH 2025 Actions July 2010. Malama Kaipalaoa, a citizens group has adopted the small park on Kaipalaoa Landing the peninsula where the U.S. Coast Guard lighthouse is located in Downtown. Park Cleanups are ongoing, a conceptual plan has been created, and efforts to turn over this park to the County through an executive order are in the works. (Action 2.13) Let's Grow Hilo August 2010. A new action led by DIA coordinated by Sam Robinson. This action promotes edible landscaping throughout Downtown Hilo. (Strategy 2.5) One Wall at a Time September 2010. Inaugural mural on the KTA wall on Keawe Street — Murals completed by Kathleen Kam and friends as part of HDIA's 'Revitalization: One Wall at a Time" project. (Action 4.51) November 2010. Councilman Dennis Onishi introduced Bill 298 which 50-Foot Buffer amended Chapter 27, County Code, this removed the 50-foot buffer and reduced the timeline for substantial improvements. (Action 6.51) New Banners November 2010. Banners were installed on Downtown Hilo light poles. (Action 4.52) Family Christmas November 2010. Hilo HS Key Club hosted a Family Christmas event in Event Downtown. Haili Street fronting the Palace Theater was closed.(Action 3.14) Liholiho Park 2010. Department of Parks and Recreation assumed maintenance over the park. Mahalo Key Club for initially taking care of this pocket park. (Action 2.54) February 2011. DIA presented a new 'Hilo Hula Days' which provided 94 Hilo Hula Days days of live Hawaiian music and hula at the Mo'oheau Bandstand when the cruise ships were in port. (Action 1.42) Interpretive February 2011. Funding from County Council allowed DIA to install signage Signage for the Mo'oheau Bandstand. (Action 4.22) Hilo Bayfront May 2011. The Master Plan was developed, Final EA published, and SMA Trails approved. A HBFT Committee of volunteers has formed to initiate implementation of the trail. (Action 2.11) Additional June 2011.A security guard position was added to oversee the Downtown Security Hilo Bus terminal during business hours. (Action 5.21) July 2011. Staff from DPW, Councilman Onishi's Office, Planning, and Corp Counsel completed an audit of the Sidewalk Use Permit, which authorizes the Sidewalk Use use of non-commercial public items, such as tables and chairs, on the County Permit sidewalk in compliance with the Americans with Disability Act. The new Sidewalk Use Permit application provides clarification on how to apply for table/chair permit, and is posted on the DPW website. (Action 1.23) Parking Solutions August 2011.A Parking Solutions Working Group was created and is Working Group facilitated by the Planning Department. (Action 6.23) Business September 2011. The Hawai'i Island Chamber of Commerce Government Improvement Affairs Committee invited Debbie Baker to speak about the Kailua Village District Business Improvement District (BID). (Action 1.82) Homeless October 2011. Volunteers from HOPE surveyed 150 members of the Assessment homeless population in Downtown Hilo on health issues, housing needs, and substance abuse. (Action 3.54) Think Local, Buy November 2011. DIA and Hawai'i Alliance for a Local Economy developed a Local Campaign Think Local Buy Local pin, which when purchased, provided discounts to downtown businesses. (Action 1.62) Ongoing. Members from the Planning Department, with help from Hawai'i Mapping Community College Architectural Draft students, have mapped accessible Downtown features sidewalks and curb cuts in Downtown Hilo and have starting mapping parking.
