Dear Hawai'i County Council Members,
I am concerned that Resolution 220-12 will have the unintended
consequence of taking away funds needed for videotaping and essential
audiovisual support services for the Council's meetings. First, I would like to say
that my family supports and contributes to the Food Basket. We also approve of
the Council donating funds from the Emergency Fund which you will likely be
acting on later today with Bill 170.
As you all know, I am an owner/employee of Out of the Sea Media Arts
Inc, the company that provides these services . I am concerned that you do not
have important information about the extensive services that our company
provides and the details of the budget. A list of these services is attached.
It is important to note that last year at this time, the Clerk had to budget
without the Na Leo grant because Na Leo didn't award the grant until later in the
year. Because of the economic situation, the budget for videotaping/captioning
was reduced. Since then there have been many unanticipated expenses that
are continuing at this time. Principally these expenses are the following:
1) maintenance of the highly complex audiovisual system in Hilo
2) set-up of the traveling video conference system at the WHCC
3) technical analysis of the audiovisual system being installed at the
WHCC and
4) maintenance and expansion of video conference beyond Hilo and Kona
In conclusion, the problem with Resolution 220-12 it that it will remove
funds that are needed to continue televising the meetings and maintaining the
audiovisual systems that are necessary for the meetings to take place. These
meetings have been televised for almost 20 years island-wide and the telecasts
have become an important and fundamental part of the public's participation in
their government.

1. Videotaping and captioning: Twice a month coverage of all Committee and
Council meetings:
- Non-captioned DVDs provided to Council within 24 hours
- Captioned DVDs provided to Na Leo public access TV within 5 days
- 2 sets of captioned DVDs provided to the Council within 7 days
- transcripts of the meetings provided to the Council within 7 days
- investigate report of playback issue on Na Leo
2. Hilo audiovisual systems and video conferencing:
- oversee warranty repairs by system installers
identify and direct repair of echo problem
- maintain system after warranty
replace projector lamps, etc
- repairs to audio visual systems
fix Clerk's microphone
fix computer based presentations visible to far sites
fix video cameras
fix Testifier laptop to display images properly
reprogram video conference location directory
- improvements to audiovisual systems
move staff laptop computer from under the dais
move staff laptop computer from dais to staff table
replace staff laptop computer with more reliable desktop computer
set new passwords, encryption and other settings to improve security
coordinate ordering and installing of necessary lighting
- write new User Guide to explain audiovisuals systems to staff
- answer technical questions from staff
- update User Guide as needed and inform staff on a regular basis
- provide training to staff

3. Evaluation of audiovisual systems being installed at the WHCC:
- meetings with contractors on multiple occasions
- evaluations of contractors' drawings and plans
- evaluations of systems installed by contractors
- develop system and training materials for using iPads as a network based
request to speak system
- coordinate purchase of auxiliary equipment- small rack and monitor stand
4. Setup and removal of traveling audiovisual and video conference systems:
- setup and removal for Committee and Council meetings held in West Hawai'i
- operate cameras for public hearing on November 15
- test secondary audio mixer
5. Maintenance and expansion of video conference beyond Hilo and Kona:
- improve lighting for Waimea video conference system
- design layout of Pahoa video conference system
- install and test Pahoa video conference system
- write User Guide for Pahoa video conference system
- check system settings at all locations
- preliminary analysis of video conference options for Ka'u.
6. Videotaping to support staff training:
- videotape workshop presented to staff by Lincoln Ashida
