I urge you to support this amendment in the funding of
the lower Puna relief center. This can become a beginning of
the development of a stronger infrastructure for the lower
Puna area. We are desperately in need of areas of support
for our residents in times of weather and other disastrous
events, which limit travel on the one highway out of this area.
A relief center located out of the bottleneck of Pahoa yet
accessible for residents from the ocean toward town will allow
for the distribution of food and water along with needed
minor medical treatment and transporting to Hilo via
helicopter, as needed in times of natural disasters. This
relief center can become a model for other subdivisions to
better serve and support our communities.
At the present time, support is very limited and major
emergency medical treatment is only available via a 30-minute
ride in an ambulance if roads are clear. In the event of
weather/natural disaster the roads may become impassable
and what do we tell our citizens.
Many people may only need fresh water and food. With
this relief center located in an area that many residents can

access we can better serve the lower Puna residents. These
services may be delivered using a FEMA type one-delivery method,
which has proven to be very adequate for an area of this kind.
The Leilani Increment Two Community has developed a total
volunteer based CERT model along with over 75 in place volunteers
from our neighborhood watch ready to meet the needs of lower
Puna residents. We are located in an area where the roads lend
themselves to easy access.
I urge you to support this amendment in order to begin the
process of helping the residents of lower Puna. Just think what
this would look like if all of the larger subdivisions could develop a
relief center to meet the needs of various areas on the windward
side of the island.
