Your Committee on Public Works and Parks, to which was referred Communication No. 64, and
attached Resolution No. 18-99, reports as follows:
The purpose of Resolution No. 18-99 is to authorize the closure of roadway access from Old
Mamalahoa Highway to Hawaii Belt Road at Papaaloa, Tax Map Key No. (3) 3-5-003 (POR).
Communication No. 64 is from Deputy Chief Engineer Jiro A. Sumada, dated
December 15, 1998, transmitting Resolution No. 18-99 for the Council's review and
consideration. Mr. Sumada states that a barricade of the subject access point at the Hawaii Belt
Road. He clarifies that this action is now possible due to a newly created and safer access point
through a land exchange with the Hamakua Housing Corporation.
Council Member Bobby Jean Leithead-Todd made a friendly amendment to insert the word
"intersection" in the NOW, THEREFORE BE IT RESOLVED as well as the BE IT FURTHER
RESOLVED portion of the Resolution.
Your Committee is in accord with the purpose and intent of Resolution No. 18-99 with the
friendly amendment in Draft 2, and recommends its adoption.
